Police Department

Sunday thru Thursday, 11:00 PM to 6:00 AM. Friday and Saturday, 12:00 AM (midnight) to 6:00 AM. Anyone under 18 must be accompanied by a legal guardian or parent.
8:00 AM to 6:00 PM, Monday thru Saturday. Holidays and special events (notified by the city) are an exception.

You must go to the District Court Commissions Office to obtain the paperwork, located at 101 N. Court Street, Westminster, MD. We do have brochures for you to read pertaining to the criteria that needs to be met when applying for Peace/Protective. Please ask for one.

Public Works Department

Trash and recycling is collected on Wednesdays, beginning at 6:00 AM, unless otherwise stated in the city newsletter. Holidays may change the collection day, and routes may change without notice.

The city only picks up grass clippings that are placed in Kraft paper bags; please do not use plastic bags. You must call the City Office before 3:00 PM on Monday to schedule pick up for Tuesday.
Yes, Public Works still picks up yard waste when it's raining. However, since the Kraft bags are biodegradable and break down when wet, it's helpful to set bags out as close to the 7:30 a.m. deadline as possible and to not overfill them since a soggy, heavy bag is likely to burst when picked up.

Recreation Department

Our current rates are $75 per pavilion between the dates of April 1st and October 31st; and $35 per pavilion between the dates of November 1st and March 31st, plus $40 for an alcohol permit during either period. You must come by the City Office to make your payment. You can call the city office to check on availability and to make a reservation. (410) 751-1100

Zoning Office

The City code doesn’t specify a maximum number of dogs allowed. However, the City has adopted the Carroll County Animal Control ordinance, which requires kennel licenses above a certain number of adult dogs. The County Code can be viewed on the County’s web-site at the following link: Carroll County, Maryland Code of Ordinances. The Humane Society of Carroll County is the enforcement agency for animal control and should be contacted directly for animal issues (410-848-4810)
