Mayor & City Council of Taneytown, MD

The Mayor and Council meet in the City Council Chambers at 7:30 P.M. on the second Monday of each month for their regular Council Meeting and on the Wednesday before the Council Meeting for their Workshop Meeting. The City of Taneytown is governed by a Mayor and five-member City Council who serve four-year terms. All members are elected at-large. Since the City of Taneytown is a chartered government, many of the laws and regulations are adopted by the Mayor and Council in accordance with state law. The City of Taneytown is a member of the Maryland Municipal League, an association of Maryland's Cities and Towns.

Christopher Miller

Term 2023-2027
Christopher Miller, a 29-year-old native of Tuscola, TX, proudly followed in the footsteps of his Air Force veteran parents, Ava and Pete Miller. Enlisting in the United States Air Force at the age of 17, he served in Minot, ND, working on B-52s. After completing his service, he settled in Taneytown, MD, where he met and married his wife Rachael. Together, they have five children: Claire, Camryn, Archer, Korra, and Rook. Christopher's deep sense of public service stems from his desire to create a welcoming and nurturing town for the families and children of Taneytown. He believes in fostering a community that thrives for generations to come. Professionally, Christopher has worked for the US Government at institutions like the National Institutes of Health and the Veterans Affairs. He also pursued higher education, earning Bachelor's and Master's degrees in Business Administration, as well as a Master's degree in Health Services Administration. Christopher has actively contributed to his community by serving on the Elections board and Planning & Zoning. Additionally, he is a member of the Carroll County Workforce Development Board's Youth Standing Committee, where he focuses on creating opportunities for young people. In his free time, Christopher enjoys spending quality time with his family, friends, and indulging in his passion for gaming. He even runs a gaming organization that spans multiple countries and attends conferences across the nation. As Mayor of Taneytown, Christopher's main objective is to ensure that the city works harmoniously for all its residents. He is committed to creating an inclusive and prosperous community that meets the needs of everyone. With his dedication and forward-thinking leadership, Christopher Miller is poised to make a meaningful impact on the future of Taneytown.

Rachael Miller is a dedicated public servant with broad experience in administration, federal grants and contracts, budgeting, and personnel management. She holds a Master’s in Homeland Security and a Bachelor’s in Computer Science, and serves as a federal administrative officer. Rachael is also one of the owners of Laughing Coffin, a local hobby shop and e-sports center in Taneytown. A mother of five, Rachael is deeply invested in the community and has made Taneytown her family’s permanent home. Her career in public service has focused on improving government efficiency, ensuring compliance, and supporting teams through effective communication and problem-solving. She has managed complex budgets, procurement, and operational functions, and brings a collaborative, solutions-oriented approach to city government. Rachael believes in open, transparent leadership and is committed to building a city government that listens to residents, improves essential services, and creates new opportunities for all. She is passionate about preserving Taneytown’s small-town character while supporting smart growth and fostering a welcoming environment for families and businesses alike. Rachael is honored to serve the people of Taneytown and looks forward to working with the community to shape a bright future for the city.

James McCarron

Term 2023-2027
Jim was born in Washington D.C. He has lived in Maryland since 1956 and has been a resident of Taneytown since 1983. He and his wife Myra have four children – Jim III, Peggy, Alina and Caitrin – and thirteen grandchildren and ten great grandchildren. A graduate of the University of Maryland, College of Agriculture, Jim was employed as a District Manager for Southern States Co-operative where he worked for over 35 years. He is currently employed as a Branch Manager & Home Equity Conversion Specialist with Mutual of Omaha Mortgage. His office at the corner of E. Baltimore Street and York Street (4 York St) and is a Certified Senior Advisor (CSA). Jim is an active member of St Joseph’s (RC) Church and is Chairman of the Liturgy Committee and Director of the OCIA process (Order of Christian Initiation of Adults) and member of the Knights of Columbus. He currently is serving a President of the Taneytown Heritage & Museum Association. Jim has served as Mayor of Taneytown for twelve years and has been on the Taneytown Council since 1985. Among other Council duties, he has chaired the Taneytown Recycling Committee and Taneytown Museum Committee and is active in downtown revitalization and historic preservation issues. Jim has also been active in the Maryland Municipal League (MML), an association of cities and towns, where he has served three terms as Carroll County Chapter President, District V.P., and State President. (OMIT He is currently serving on the MML Legislative Committee.) County responsibilities have included membership on the Carroll Recycling Committee and co-chair of the Carroll County Solid Waste Committee. Jim has served on the Governor's Commission on Economic Growth, Resource Protection and Planning and previously was a member of the Governor’s Intergovernmental Committee on Agriculture (GICA). and currently is the Chairman of the Carroll County Commission on Aging & Disabilities (COAD).

Harry Meade is a nearly life long Carroll County resident, having moved with his family to Eldersburg in 1986. He graduated from Liberty High School and has been working in Maryland ever since. He moved to Taneytown in 2020 shortly after the death of his parents and has resided here ever since. His goals while in office are to attempt to make the city government as transparent as possible, and to get rid of any frivolous rules.

Alex Kelly is a public servant, insurance professional, and Taneytown resident committed to supporting the city’s future while preserving its character. He brings more than a decade of experience in insurance claims, leadership, and operational improvement. He previously served on the Board of Zoning Appeals and Taneytown’s Board of Election Supervisors, experiences that strengthened his understanding of municipal process, public accountability, and community engagement. Alex believes local government should be responsive and focused on the long-term needs of residents. His interests include infrastructure, responsible growth, parks and public spaces, and supporting local business.
