The Mayor and Council meet in the City Council Chambers at 7:30 P.M. on the second Monday of each month for their regular Council Meeting and on the Wednesday before the Council Meeting for their Workshop Meeting. The City of Taneytown is governed by a Mayor and five-member City Council who serve four-year terms. All members are elected at-large. Since the City of Taneytown is a chartered government, many of the laws and regulations are adopted by the Mayor and Council in accordance with state law. The City of Taneytown is a member of the Maryland Municipal League, an association of Maryland's Cities and Towns.

Christopher Miller, a 29-year-old native of Tuscola, TX, proudly followed in the footsteps of his Air Force veteran parents, Ava and Pete Miller. Enlisting in the United States Air Force at the age of 17, he served in Minot, ND, working on B-52s. After completing his service, he settled in Taneytown, MD, where he met and married his wife Rachael. Together, they have five children: Claire, Camryn, Archer, Korra, and Rook.
Christopher's deep sense of public service stems from his desire to create a welcoming and nurturing town for the families and children of Taneytown. He believes in fostering a community that thrives for generations to come. Professionally, Christopher has worked for the US Government at institutions like the National Institutes of Health and the Veterans Affairs. He also pursued higher education, earning Bachelor's and Master's degrees in Business Administration, as well as a Master's degree in Health Services Administration.
Christopher has actively contributed to his community by serving on the Elections board and Planning & Zoning. Additionally, he is a member of the Carroll County Workforce Development Board's Youth Standing Committee, where he focuses on creating opportunities for young people. In his free time, Christopher enjoys spending quality time with his family, friends, and indulging in his passion for gaming. He even runs a gaming organization that spans multiple countries and attends conferences across the nation.
As Mayor of Taneytown, Christopher's main objective is to ensure that the city works harmoniously for all its residents. He is committed to creating an inclusive and prosperous community that meets the needs of everyone. With his dedication and forward-thinking leadership, Christopher Miller is poised to make a meaningful impact on the future of Taneytown.
Councilman James McCarron
Jim was born in Washington D.C. He has lived in Maryland since 1956 and has been a resident of Taneytown since 1983. He and his wife Myra have four children – Jim III, Peggy, Alina and Caitrin – and ten grandchildren. A graduate of the University of Maryland, College of Agriculture, Jim was employed as a District Manager for Southern States Co-operative where he worked for over 30 years. He is currently employed as a Reverse Mortgage Consultant with Met Life Bank, with an office at the corner of E. Baltimore Street and York Street (4 York St) and is a Certified Senior Advisor (CSA). Jim is an active member of St Joseph’s (RC) Church and is Chairman of the Liturgy Committee and Director of the RCIA process (Rite of Christian Initiation of Adults) and member of the Knights of Columbus. He is a member of the Mother Seton School (Emmitsburg) Board.
Jim has served on the Taneytown Council since 1985. Among other Council duties, he has chaired the Taneytown Recycling Committee and Taneytown Museum Committee, and is active in downtown revitalization and historic preservation issues. He serves as chairman of the Taneytown Main Street Committee. Jim has also been active in the Maryland Municipal League (MML), an association of cities and towns, where he has served three terms as Carroll County Chapter President, District V.P., and State President. He is currently serving on the MML Legislative Committee. County responsibilities have included membership in the Carroll Recycling Committee and co-chair of the Carroll County Solid Waste Committee. His current term as Mayor expires in May 2019. Jim has served on the Governor's Commission on Economic Growth, Resource Protection and Planning and is currently a member of the Governor’s Intergovernmental Committee on Agriculture (GICA).
Diane, a Baltimore native moved to Taneytown in November 2006. She has an AA degree in Human Services. She began working for the federal government at the Department of Defense at Fort Holabird in 1966 and transferred to the Social Security Administration (SSA) in 1971. She has worked on policy-making staffs and later moved to the Office of Public Affairs where she held different positions including Writer-Editor for the monthly publication, "OASIS" magazine, a publication for SSA employees nationwide and Editor of the Central Office Bulletin, a bi-weekly newsletter for Central Office employees at SSA. She successfully completed a Federal Government Leadership Program that led to her working as SSA's liaison to the Baltimore City Mayor's Office and the Maryland State Governor's Office. She served on various program regulation workgroups and interagency partnership councils and as liaison on a myriad of initiatives between SSA and other government agencies where she interacted with all levels of government up to and including the White House. She is presently serving on the Supervisory Committee of the Securityplus Federal Credit Union with $274,422,750 in assets and 35,303 members. She served 2 prior 3-year terms as a Director (1 term as Secretary). Her other volunteers efforts include: Meals on Wheels of Central Maryland, Pets on Wheels, Oriole Advocates Inc. (Charitable sub-division of the Baltimore Orioles), Board of Directors Carroll Vista Condominium I, Architectural Committee, Carroll Vista Condominiums, Parish Council, St. Joseph Catholic Church, Event Planning Committee for the Taneytown Economic Development Department. She is married to Samuel and has 4 adult children.
Judy, raised in Silver Spring, moved to Taneytown in 2002 from Texas. She earned her AA degree while raising her three children; Tyler, Gabby and Shae. After getting married in 2016 to her husband Don, she added two step children; Travis and Dillon. She has been a member of the Planning Commission and has served on several committees over the past 8 years. Before having children, she was a Montgomery County Firefighter and has worked in construction and landscaping. She is currently self-employed and is focused on caring for her family, as well as concentrating on the city and its needs. Judy sees the potential for long term success in the city and wants to make that success viable through community involvement.
Elizabeth (Beth) Wantz Chaney was raised in the Silver Run area and has been a life-long resident of Carroll County. She has lived in Taneytown for 7 years and has taught in the Taneytown area since 2004. She has a master’s in reading/education and a major in psychology from McDaniel College. She has been married to her husband Jeff since 2004 and is raising three children; Emma, Ryan, and Peyton. She has been a member of the Taneytown Parks and Recreation committee and has served her town through sports boards, volunteer work, and other ways throughout the years. Beth is currently very invested in seeing the city of Taneytown succeed and wants to focus on doing what is best for the town and the residents. She would love to see Taneytown progress with purpose, but also with pride.
Christopher Tillman, is one of the proprietors of Georges on York Bed and Breakfast in downtown Taneytown, and also project manager and estimator for Charles Tillman Paving, a family owned business providing excavation, paving and utility installation services for public and private projects. He is the immediate past President of the Taneytown Chamber of Commerce, and still serves on their board of directors.
Mr. Tillman has a degree in Civil Engineering from the University of Delaware, and 40 years of experience in the construction industry, the last 18 years as a company owner. Georges on York has been operating here in Taneytown for nearly five years. His construction career spans managing $40 million highway projects, overseeing regional fiber optic cable installation covering 5 states, and paving for highways, bridge approaches and parking lots. He has managed construction of multiple exhibits for the Maryland Zoo, along with sitework for dozens of school buildings and additions, miles of utility installations, and has built countless stormwater management and bioretention facilities.
Mr. Tillman is a native Marylander, having grown up in the White Hall area of Baltimore County where he lived prior to coming to Taneytown. He and his wife Sharon jointly run Georges on York. His daughter and son-in-law live near Foxboro, Massachusetts and his son lives here in Taneytown. He is deeply invested in the success of Taneytown and wants to bring fresh vision to moving the City forward.
